AI adoption is NOT a tooling problem. It's a management system problem.

Whether you’re leading teams or divisions in a bank, an insurer, a pharma company, an enterprise software business, or any other mid-to-large enterprise, you’ve very likely seen the same pattern begin to play out over the last couple of years. AI has moved from curiosity, to experimentation, to board-level urgency… and now, to expectation.
That urgency is not imagined. KPMG’s 2025 Global CEO Outlook found that 71 percent of CEOs see AI as a top investment priority for 2026. However, 77 percent cite workforce upskilling and 75 percent cite successful integration into business processes as major challenges.
Codio’s research points in the same direction: only 13 percent of companies report widespread AI deployment, while 60 percent say the inability to properly upskill teams is their top barrier to adoption.
So, what does this mean for you?
Quite simply, that AI adoption is not stalling because organizations lack access to tools. It's stalling because many organizations are trying to layer AI onto existing ways of working without changing the management system around the work itself.
Why pilots stall
On the surface, pilots often look promising. A handful of teams try new tools. Early examples emerge. Productivity seems to improve. The excitement is real.
And then, in many cases, momentum fades... Why?
Pilots tend to remain a technology experiment rather than becoming an operating model change.
People are told to “start using AI” or to “explore where it can help,” but are not given enough clarity on where in the workflow it should be used, where human judgment must step in, what acceptable quality looks like, what the risks are, or who owns the result.
In that environment, adoption becomes inconsistent. Some people use it heavily. Others ignore it. A few get real value from it, while many are left unconvinced.
That is not a tooling issue. It is a management issue.
Think about it for a moment... If role expectations are unclear, if workflows remain untouched, and if quality checks are weak or absent, why would you expect adoption to scale in a reliable way? No matter how capable the AI model may be, unmanaged ambiguity will almost always beat technical potential.
This is where many leadership teams unintentionally make things harder for themselves. They focus on access, awareness initiatives, and vendor selection, while the more difficult but more important questions remain unanswered.
What work should change? What must stay human-led? What decisions require review? What should managers inspect? What outcomes are actually being improved?
Leaders should stop treating AI as a sidecar to unchanged work.
Redesign the work and role, not just the toolset
Let’s take a simple example.
In insurance claims intake, handlers often spend significant time reviewing incoming documents, pulling out relevant details, drafting a case summary, identifying missing information, and deciding where the case should go next. AI can help with much of this. It can extract key details, summarize a claim, flag missing evidence, and suggest routing based on similar cases.
That sounds useful, and it is. But usefulness alone doesn't make the jump from pilot to scaled adoption.
The real value appears when the workflow and the roles are redesigned. The claims handler no longer spends the first chunk of time assembling a basic picture of the case from scratch. Instead, the role shifts towards validating an AI-generated summary, dealing with exceptions, applying judgment where customer sensitivity or complexity is high, and making the final call where needed. The manager, meanwhile, defines the guardrails, the review points, the escalation criteria, and the quality threshold - all of which become critical factors when AI comes into play.
Now the AI is not just a helpful tool sitting on the side. It has become part of how the work gets done.
The same logic applies elsewhere. In financial services, it may be credit memo preparation. In pharma, it could be evidence synthesis or first-draft documentation. In enterprise software, it might be support case triage, knowledge article creation, or proposal drafting. No matter the industry, the key question is not merely, “Where can AI help?” The better question is, “How should this workflow now operate differently?”
That’s where the shift begins.
A 90-day reset
If your pilots are stalling, there's little value in launching ten more. Start smaller, but manage the change better.
Pick two workflows. Choose workflows that are frequent enough to matter, structured enough to redesign, and important enough that leadership will care about the result. Then assign an owner to each one. Not just a project lead, not just a transformation lead, and not just someone from IT. An owner. Someone accountable for how the work is done, how quality is maintained, and whether adoption actually sticks.
Next, define clear guardrails. What can AI do without review? What always needs a human in the loop? What data can be used? What requires escalation? What are the unacceptable failure modes? Many organizations speak about responsible AI at a policy level, but adoption accelerates when responsibility is translated into day-to-day operating rules.
Measure what matters. Usage dashboards alone will not tell you enough. Look at cycle time, rework, quality, exception rates, and outcome consistency. Is the work getting better, faster, or more reliable? Are managers seeing stronger output? Are employees using AI in the intended moments of the workflow, or only occasionally when they remember?
And finally, work through the line. Explain what is changing in the role, what is not changing, where people need to apply judgment, and how they will be supported.
AI adoption is not just a systems rollout. It is a shift in expectations, management practice, and ways of working.
In essence, if you want AI to scale, you need to treat it less like a software deployment and more like a structured transformation of work.
The organizations that will get ahead are unlikely to be the ones running the most pilots. They will more likely be the ones that redesign a few important workflows well, assign clear ownership, define guardrails early, and measure adoption where it truly matters.
Board urgency is real. Investment is rising. The pressure to move is not going away. But if your organization is still treating AI adoption as a tooling problem, it may be solving the wrong problem entirely.
